As it is, he passes on each Autumn, spends the Winter in a sort of collective consciousness as a tree, and comes back to life in the Spring. According to myth, this cycle of birth and rebirth assists the Earth in its ability to support life. But that's hard to tell, given society's sceptism about bigger powers.
As the Green Man, he can speak to (he would hate me for using such simple terminology- he keeps that plants do not talk) plants. His bond to the earth allows him to converse with green matter, but he can do no more than convince or persuade. (He can get a few of them to go into fruition early, but some plants are more "temperamental" than others).
As the year draws on and days get shorter, he sleeps more and more. He can fall asleep pretty much anywhere. His temperament also gets shorter, since he knows what's coming.
Then there is the feel-good vibe he gives off- further explained in the personality section.
Appearance:
Wes is moderately tall, very tan, and extraordinarily skinny. Given that he's been keeping a very limited diet of the fruits of the earth, this should come as no surprise. Depending on the time of year, his weight fluctuates. At the beginning and near the end of the year, he tends to be thinner. During the Summer, he tends to gain a bit of weight (mostly muscle).
His hair is a golden blonde, with leaves interspersed liberally throughout. His eyes are varying shades of green (they used to be blue before he woke up as the Green Man), depending on his mood. His features are open and friendly enough when he's of a healthy weight. He has a jagged white scar on his chest, where he was stabbed when he died the first time. At different parts of the year, he may have more or less scarring, but all the scars save the one on his chest go away when he wakes up in the springtime.
At the moment, he's borrowing clothes, so most of them don't quite fit.
He hasn't aged in two years... ever since he's gotten his powers.
Personality:
Wes's gifts give him a couple of advantages socially-wise that other people don't have. For instance, the nature of him being so closely tied with the cycle of life and death gives him something like a light inside. Even in his worst moods, his mere presence can make a person feel healthy. Sometimes small animals follow him around for this very reason.
Despite what he is, he tries his best not to make it sound like it's something special or worthy of jealousy. In fact, when asked about what his power is, he might mutter something about talking to plants. He avoids talking about his yearly responsibility at all costs, knowing how it might upset those closest to him (he's already had two years with his powers). He cannot stand the sight of blood (makes him queasy) and doesn't like fights.
Back when he was a human, his easygoing nature often got him into trouble with his teachers. He was smart enough to do the work, but never applied himself. To put it simply: he's LAZY. Now he's two years behind and must feel some pressure to catch up.
He has a hard time trusting people, especially those with black hair (it's instinctive, nothing against dark-haired folk). However, once that trust is established, it takes a lot to break it.
Wes is talkative and often over-the-top. He freaks out about some things and not others. It's quite hard to get him embarrassed about a lot of things (nudity not included- that's STILL embarrassing, no matter who he is). He might not have had interesting hobbies when he was still human, but he's determined to fix that now.
Despite his rather laid-back attitude, there's one thing that bothers him on occasion. While he will mutter something about talking to plants, he does not hold with the belief that plants have the same sorts of consciousnesses that humans have. He thinks that whenever people say something along the lines of, "Well, the roses said...", they're either dealing with Gifted roses or they're attempting to force human emotions and thoughts onto plants in order to be able to comprehend them. Having spent time as a plant, he knows better. Plants don't think. They exist.
As a fertility-type creature, he tends to get pretty flirtatious with the ladies. That is, once he's over any awkwardness. He's not necessarily good at flirting, but teenage hormones are even worse when one's main role in life is to perpetuate fertility and all that. Also, remaining in the body of a hormonal teenage boy forever will not mitigate this fact.

His usual time of rebirth is at Imbolc (the first of February).
His face tans/becomes pale and the leaves change color as the seasons progress. As Autumn draws nearer, one might notice a shortness of breath and decline in his stride.

Well, apart from those explained in the personality section... Depending on the time of year, he can be very weak. He still manages to run relatively fast for somebody who gets nutrients the way he does, but it's all force of habit. He did a lot of running when trying to survive in an unfamiliar woods. Predators had no qualms about going after a human.
He is two years behind in school, which means he has to work hard to catch up... which goes against his natural tendency to do as little as possible.
Sometimes, he feels a little detached from others. This is to be expected, given that he has very little time to create ties to others before the year ends.

Two years ago, he discovered what he was. It all started one morning when he found leaves growing out of his head. Then the other parts of his powers came. He truly wanted it to be some sort of psychotic breakdown, that he could just wake up from all of it.
A kid from his school approached him a couple of weeks after the leaves-thing with a story about being a druid. The kid told him so much about himself that it was difficult not to trust him. After all, he wanted to know more about this so he could get rid of it once and for all.
Unfortunately, that wasn't in the cards. This so-called druid betrayed him to a darker power and tried to kill him early, before the time he was supposed to die for the ritual. This friend died soon thereafter.
If Wes hadn't held out for as long as he did, the ritual would not have gone through. In any case, he spent an interesting Winter as an Oak tree. He reawoke the next Spring wishing to go back to society. Unfortunately, it wasn't that easy. He was picked up (of course he was: a naked, filthy kid looking for a city was bound to be picked up sometime) and put in an orphanage. He, of course, couldn't remember his name at the time. But what he saw on the news frightened him.
Once he did remember who he was, he tried to return to his hometown. What he found was pure chaos. Many people had seen his friend shove a knife into his heart. That friend, however, had died of mysterious causes soon after Wes's funeral.
One can imagine what it must be like to come home to see people try to pick up the pieces. He couldn't come back. Wes figured that it would be selfish to ask so much of these people.
So he traveled until the next ritual. That one was easier- he had a heart attack and his body sprouted vines from every orifice and pore. Before he knew it, he was a tree again.
All of his time since Imbolc (Feb. 1) was spent in the woods, fending for himself and just trying his best to survive. Wes learned to avoid the nasties of the dark woods along with some very useful survival skills.
To his dismay, he was picked up by a couple of hunters. They were well-meaning folk and all, but they could tell by the leaves sprouting from his head that Wes wasn't normal. Despite his objections, they enrolled him in Foresta.
